Andy Belton
Non-Executive Chair
As non-exec Chair, Andy will lead the Board as HTS begins a new chapter to reform and modernise, to achieve first-class service delivery for all its stakeholders in the medium term. HTS has a vital role in delivering the Council’s mission to make Harlow a better place to live, work, raise a family and start a business. The Council is backing the new Board to be the architects of the future of HTS – to make it fit for this new age we live in and to secure its long-term viability and success.
Andy works part-time as a NED, board advisor, consultant, mentor, and mediator. With over 30 years in executive roles in the technology and housing sectors, he has proven to be an effective leader with a strong track record of helping organisations define their strategy, transform their operations, and deliver technological change. In private-sector, public-sector, regulated, and international settings, he has consistently helped businesses improve and grow while meeting their operational commitments. Andy is married with two grown-up children and lives in North-west London.
David Morrissey
Managing Director
David is an experienced director with a demonstrated history of achieving operational excellence and leading award-winning teams in diverse industries. With a rich background in executive roles within the housing and property management sectors, he has successfully overseen operational delivery and spearheaded transformative programs for some of London’s largest housing associations.
David’s expertise extends to driving significant customer experience enhancements, all while ensuring robust financial management for sustained business success.
David is married with two grown-up sons and lives in North Essex.
Jodi Dunne
Non-Executive Director
Jodi was elected as a Labour councillor for Bush Fair, Harlow in November 2018 and has served on a number of committees and working groups including Licensing and Audit and Standards.
Jodi has spent his working life in the automotive, defence and healthcare industry and is a shop steward/workplace representative for Unite the Union at his current employer.

Eddie Johnson

Councillor Johnson was first elected to the Great Parndon Ward on Harlow District Council In 2000. During this time up to present day he has undertaken the roles of Vice Chairman and Chairman of the Council, Chairman of the Environment committee, Deputy Leader of the Council and Cabinet member for Governance. A board member of Harlow Renaissance.

Clive Souter
Non-Executive Director
Councillor Clive Souter is both a District and County Councillor and has lived in Harlow since 1957, attending Brays Grove School. Clive has worked in the printing industry for 52 years, running his own print brokerage for 28.
He was elected to district council and served from 2008 to 2012 and from 2015 to present day. He chaired Harlow Council from 2019 to 2020 and raised over £12,000. He has been a County councillor since 2017.
His interests include travelling and playing golf.
Kay Morrison
Non-Executive Director
Councillor Kay Morrison has a strong educational background in both secondary and further education. As a trade unionist she has gained valuable experience in supporting union members and collective grievances. Kay’s experience has given her valid insights into a range of services including housing.
She is looking forward to paying an integral part in preparing an even better future for Harlow’s communities.
